go up to the place where u caugh or kill palkia/diagla with the event item "azure flute" work ur way through the path to the top of the mountain once u step out the exit and walk straight about 3 steps (i think) the game will automatically ask u if u want to blow the flute or not say "yes and a paticular song will be play the screen will flash or fade (i cant remember) and a stair will appear in front of u walk up the steps its quite long but dun step up to the platform yet save at the end of the stair once u step up to the flatepart u will be automatically drag to it
