Elite Four question?

Can I challege the elite four? Is there a way for me to be part of the elite four or is that only in a tournament?

you need all 17 badges before you can challenge the elite four
and they still dont have any rules so you cant battle them....
i dont think anyone can join them anymore....

Getting all 17 is mad( normal, ice and ground gyms are alway offline ) so I cant get them :S
