Im pretty sure you can find Lotad, Nincada, Bagon in diamond and pearl, they aren't that rare... just look them up...

lotad - you need to dongle with sapphire on routes 203, 204, 205, 212
nincada - pokeradar in eterna forest
bagon - only in pearl, pokeradar route 210 (northern foggy part)
